Was this an anime or something? Or were there just anime cutscenes in the games?

X4 was the first MMX game to have fully animated cutscenes. It was released at the same time as Megaman 8, which did the same and also shared voice actors between the two games (Zero and Duo, X and Mega Man). However it was not an anime, just a video game.
